Since formation of cosmos (Brahmaand in Hinduism) nothing other than Brahman (God Almighty) existed in cosmos. Lord Shiva and Lord Vishnu as detailed in Bhagavad Gita were only attributes of God Almighty, having nothing to do with reality. Everything in sacred scriptures was symbolic, metaphorical to explain hidden underlying precepts of spirituality. Lord Brahma, Lord Vishnu and Lord Shiva formed Hindu Trinity of gods, part of Hindu mythology.
In Advaita philosophy Adi Shankaracharya confirms this absolute truth of life that other than God Almighty nothing existed in cosmos. It was only because of Maya (veil of illusion) people on mother earth worshipped God in myriads of ways and forms. In Bhagavad Gita Lord Krishna emphasizes this point saying one must offer all our prayers, worship directly to omnipotent God Almighty, never to attributes.
Mankind created myriads of attributes of God as various gods and goddesses only to worship God in different forms. Mankind in general was unable to conceptualize entity we called Brahman (God Almighty). To ease this process various sages and saints created independent entity for individual purposes. To worship God in form of air, Vayu Devta was created. To worship God in form of rains, God Varuna was created. Sun was termed as Sun God. As the requirement, accordingly the manifestation of God!
