All children before birth chose their parents. A child always takes birth in a family that matches its residual balance of karma from previous lives. It is not the birthplace but parents… that is predestined. After death of mortal body, the released soul atman immediately manifests a new body based on residual balance of karma at the time of death.
The whole cosmic system was governed by inscrutable laws of karma. In what family we manifest next life was directly proportional to our karma of previous lives. None, not even God Almighty could interfere in laws of karma… as we sow so shall we reap, nothing less or more! Everything in present physical manifest life results from karma indulged by us in present or past.
