In Spiritual Parlance Lord Rama on Gaining Enlightenment became a Lord Shiva in all its Glory

Maryada Purushottam Rama advent in Treta yuga as an ordinary human being but after 14 years of exile succeeded in full awakening of kundalini shakti to become an enlightened one. King Janaka (father of Sita in Ramayana) was also an enlightened one and so was Sage Yajnavalkya (composer and compiler of most voluminous Brihadaranyaka Upanishad), spiritual guru of King Janaka and King Dasharatha clan. The whole ruse of exile was but a means for Prince Rama to reach stage of enlightenment.

Lord Rama is considered an avatar in Hindu mythology. Lord Shiva is only an attribute of God Almighty, part of Hindu mythology and nothing to do with absolute reality. None by the name of Lord Shiva ever came on mother earth. Lord Shiva is reminiscent of soul atman existing in human body. The serpent adoring the neck of Lord Shiva reminds us that unless human beings awakened kundalini shakti fully (the coiled Serpentine energy lying dormant in base of spine), the soul atman within could not reach stage of absolute purity, stage of enlightenment in human form.

The characters of Lord Rama and Lord Shiva could not be technically compared. In spiritual parlance Lord Rama on gaining enlightenment became Lord Shiva in all its glory.
