Under normal circumstances the soul atman manifesting human form would again manifest a human form. Only in cases like that of Hitler, the soul atman would manifest a much lower form of life that of an animal or even an insect based on untold atrocities committed by Hitler on Jews. Both Hinduism and Jainism believe in this philosophy of life.
