When a soul atman manifests human form for the first time, it was based on the karmic cycle of the previous animal stage. One born a human we indulged in karma and the law of karma says, as we sow so shall we reap nothing less or more. If someone suffered in life badly for no wrong deeds committed in this life then resultant bad karma of previous manifestations was to blame.
At no stage of life we could ever blame God Almighty for our woes of sufferings. Everything results from karma indulged in present or past. As we cannot undo the past, it was in our interest to indulge in good karma, positive karma to manifest life in present. The evil tendencies result from a totally negative karma indulged by us in previous manifestations. Evil people were squarely to blame.
At every stage of life people get two opportunities… indulge in positive or negative! Evil people most of the time indulged in negativity. How could such human beings expect a bright future ahead!
