The whole doctrine of Bhagavad Gita rotates around inscrutable law of karma… as we sow so shall we reap nothing less or more! People are poor in their thinking never in deeds. At times we notice one may be poor but intellectually rich. At other times we notice a so-called rich but mentally destitute, poor!
People beg owing to their karma of present and past. Giving them alms was not the solution. Prime reason why we find beggars in most road crossings in main towns of India! Begging has become a habit. Even healthy people indulged in this menial affair. As per Gita we must abhor beggars… who were beggars by choice, not destiny!
Even if destiny was cruel to them, we do not find their indulgence in positive karma, good karma most of time.
