In entire cosmos karma was governing. Life evolved in cosmic life cycle based on karma. The closing balance of present life becomes the opening balance for next manifestation. Based on the residual balance of karma at the time of death our soul atman manifests the new form!
Insects evolved into plants, plants into animals and animals into human beings! In absence of sufferings life simply could not evolve. Even human beings suffered most of time. Those with a sunny disposition and godly thinking suffered less compared to those who indulged in vice, bad karma!
In the game of life it was survival of the fittest. This was totally applicable to animal world. Human form, the highest manifest stage in cosmic life cycle was ordained by God to kill animals only for its needs. If we need one duck for our dinner and we land killing three for the sake of pleasure then Lord Krishna says, for the extra two killings we shall be punished by God!
The concept of God was more prominent in human life than world of animals! We could pray to God to ease our sufferings but what about animal world? They simply indulged in karma to the best of their capability! Rest was up to laws of karma.
