Ever since creation of cosmos God Almighty (Brahman in Hinduism) acts as Dhrishta (onlooker) never interfering with creation of his. The whole cosmos works like a supercomputer. As our indulgence, our prayers… accordingly the manifestation of prayers! Even a nonbeliever can realize ones prayers.
It is a different matter that prayers indulged by believers were much more effective! As everything in cosmic system was directly governed by laws of karma and evolution, prayers of both believers and nonbelievers were acceptable to God!
